in 1903, of trouble in connection with the supply of

stone. In 1908 the Imperial Government introduced mining

kegulations, which included quarrying under license, but

they were never seriously enforced and export was never

interfered with.

On April 26th last the Tutu of Canton, at the instance

of the Canton Cement Works, a Goverment widertaking,

which obtains its supplies exclusively from the Fei-shu

quarry above alluded to, issued a proclamation forbid-

ding the unauthorised quarrying and export of limestone

from any part of the province. In reply to a protest ad-

dressed by ñie Kajesty'e Consul-General on May 2, Mr.

Jamieson was informed that the prohibition was directed

against illegal quarrying, but that there was no objec-

tion to limestone being exported after inspection by the

Maritime Custoss and payment of duty. On July 23 the Com-

missioner of Customs received orders to prevent the ex-

port of stone which was not accompanied by n Government

permit; and on July 25 junks at Bamshui and Canton

loaded
